APPENDIX I

The Joint Committee recommends that CLD establish the following groups at its July 15th meeting:
  1. Transition Team (5-6 members)

    Charge: Facilitate conversion to the new organizational structure.

    Duties:
    1. Follow up as needed on request for appointment of campus contacts.
    2. Work with ITD, IWG, and the functional groups to identify ongoing issues for referral to the new task groups.
    3. Work with ITD to handle immediate communications needs for the new structure, including organizing USMAI list serves and establishing communications standards and protocols for task groups.
    4. If necessary, form short-term task groups following established guidelines.
    5. Provide support for task groups as needed.
    Timeframe: July 2004 - July 2005

  2. ALEPH Version 16 Task Group (5-6 members)

    Charge: Coordinate implementation, testing & training of Version 16.

    Duties:

    1. Work with ITD to identify issues that need to be resolved; solicit input from Campus Contacts and through other means; refer issues to other task groups if necessary; and make recommendations to ITD or to CLD as appropriate.
    2. Work with Campus Contacts to accomplish testing as needed.
    3. Coordinate Version 16 training activities.
    4. If necessary, form short-term task groups following established guidelines.
    Timeframe: July 2004 - March 2005

  3. Resource Sharing (5-6 members)

    Charge: Address issues relating to USMAI resource sharing activities, including patron placed holds, direct borrowing, ILL, and delivery systems.

    Duties:

    1. Review issues relating to resource sharing that arise as a result of the Version 16 implementation and make recommendations to CLD as appropriate.
    2. Consider the impact of OCLC's announced retirement of the ILL MicroEnhancer on consortium libraries and make recommendations to CLD as appropriate.
    Timeframe: July 2004 - March 2005

  4. Authorities (5-6 members) (pending general budget discussion)

    Charge: Coordinate implementation of authorities for USMAI libraries.

    Duties:

    1. Examine cost, workload and timeline for implementing authorities and make recommendation to CLD.
    2. Coordinate consortial implementation.
    Timeframe: July 2004 - July 2005

  5. Electronic Resources Licensing (continue existing USMERC appointments)

    Timeframe: July 1, 2004 - July 1, 2005

  6. ERIC (continue existing membership)

    Timeframe: Until presentation of white paper to CLD, possibly at September 16, 2004 meeting

Appointment Process

Because there is an immediate need for continuing the planning efforts for Version 16 that are already in progress, the Committee recommends that CLD appoint members to the ALEPH Version 16 Task Group and to the Transition Team at its July 15th meeting. The Committee suggests that appointments to the Resource Sharing Task Group and to the Authorities Task Group follow the procedure outlined in the Committee's proposal.

IDEAS FOR ADDITIONAL TASK GROUPS

  1. Information Technology Planning Task Group

    Charge: Work with ITD to refine and to follow up on a development plan for ALEPH, SFX, and Metalib.

    Duties:

    1. Maintain current information about individual library needs.
    2. Solicit input from USMAI constituencies in as broad a fashion as possible.
    3. Make recommendations to CLD for changes to the plan, as appropriate.
    Timeframe: possible establishment after CLD considers work plan developed by ITD

  2. Vision Task Group

    Charge: Identify upcoming issues facing academic libraries and areas in which the consortium libraries could benefit from joint ventures or information sharing.

    Duties:

    1. Monitor developments in libraries, in technology, within USMAI, and in the academic world that should be incorporated into future plans.
    2. Monitor grant opportunities for possible consortial action.
    3. Plan annual CLD retreat.
  3. Communications Task Group

    Charge: Facilitate communication within the consortium and external communication relating to consortial activities.

    Duties:

    1. Work with ITD to develop USMAI website.
    2. Develop a mechanism for sharing of information about local library initiatives.
    3. Develop a communications plan for the consortium to educate users and to influence and inform policy makers/funders and the broader community of libraries.
    4. Develop general publicity materials for the consortium.
    5. Develop a process for issuing press releases.
  4. Electronic Resources Management

    Charge: Investigate options for management of electronic resources.

  5. Scholarly Communication and Repositories

    Charge: Take a leadership role within USMAI on issues relating to scholarly publishing.

    Duties:

    1. Educate faculty and administration in scholarly publishing issues.
    2. Support organizations which promote alternative publishing and open archives.
    3. Encourage participation in open archives publishing endeavors.
    4. Monitor related projects undertaken by individual campuses and groups of campuses.
  6. ERIC Follow-Up (5-6 members)

    Charge: Follow up on policies and issues addressed in the white paper.
  7. Staff Development and Resource Sharing

    Charge: Design mechanisms for enhancing sharing of information and staff development among USMAI libraries.

    Duties:

    1. Establish resource banks for sharing publicity materials relating to databases, the catalog and other items that may be helpful to consortium libraries.
    2. Monitor and publicize continuing education opportunities that may be of interest to staff of consortium libraries.
    3. Take a leadership role in setting up list serves or in designing other mechanisms to increase sharing of expertise within USMAI.
