Topic 1: Minutes of December meeting

Minutes of the December 16 CLD meeting were approved by acclamation. From now on, draft minutes will be posted on the USMAI site a week after sent to CLD by email, and will no longer be password protected until approved.

Topic 2: Task Group appointments

CLD discussed membership of the following new groups:

CLD moved that slates for all committees be approved.

Topic 3: Transition Team

The Transition Team requested feedback on the new structure and will be discussing the process at its meeting later that day. They proposed scheduling a meeting of Campus Contacts in April to discuss expectations, responsibilities for local communication and roles of local LIMS groups, ongoing role of Transition Team and COI's, and to provide an opportunity to build relationships among campuses.

Topic 4: Budget planning

Larry Wilt and Charles Lowry met with Irv Goldstein, USM chief academic officer, and Joe Vivona, chief financial officer, on how to present next 5-year budget. They provided helpful support and feedback.

The new budget will be presented at the May 2 USM presidents meeting. The budget committee will send a 1-2 page memo and budget document in advance to Goldstein and Vivona by April 18 as prework. Materials for the presidents meeting, including the PowerPoint presentation, will be conveyed to affiliated institutions to support their presentation/discussions on their campus.

The budget committee will investigate doing a presentation to the Board of Regents' Education Policy Committee in the fall, to report on consortial successes and progress.

Wilt attempted a study of comparative costs of other consortial systems, but found they are not similar enough for a meaningful comparison. Instead, it may be helpful to have cost savings information on a few databases. Betty Day will provide data from MDL figures already on hand. The budget committee is still working on the formula, using 3 years of data on acquisitions. They are using an estimate of 3% inflation for central site per year and 10% inflation in databases per year.

CLD discussed Gillespie's proposal to expand the group of core databases. There may be a budget impact for centrally funding databases, and committee will investigate some options, leaving aside the question of content for now.

Committee will send refined figures and a draft proposal to CLD.

Topic 5: ALEPH/E-content Team report

Topic 6: CLD Representative to CALD

A CALD representative is needed to replace Kim Kelley, whose term has expired. Steve LaBash volunteered to fill that vacancy and Celia Rabinowitz volunteered to take Shields' place in the following year when her term expires.

Topic 7: New Business; Announcements

Plans for hosting NAAUG are in progress, although there have been challenges with the hotel arrangements.

Young Kim, systems librarian in ITD, is retiring on February 26. Campuses should continue to send problems to Aleph RX; two ITD programmers will be handling issues in her area.

Maryland Digital Library had been in the governor's budget for $500,000, but funding was pulled at the last minute. Lowry will be meeting with Ross Stern and others to plan for lobbying for next year.
