Present: A. Bahr (SU), R. Bradberry (BSU), D. Gillespie (FS), B. Gontrum (Chair, UMLL), E. Hofstetter (TU), S. Jakubik (USM), K. Kelley (UMUC), S. LaBash (UB), J. Phillips (ITD), C. Rabinowitz (SMCM), K. Robertson (MSU), C. Ruschoff (UMCP), T. Shields (UMES), M.J. Tooey (UM HS/HSL), W. Tress (UM Law), T. Wilson (ITD), L. Wilt (UMBC), L. Wrubel (ITD, recording)

Topic 1: Call to order

Topic 2: Review of previous meeting's minutes

Minutes of the July 15 CLD meeting were approved.

Topic 3: ERIC Report

Phillips reported on the Electronic Resources in the Catalog (ERIC) task force's progress. The task force will meet on Sept. 27th to finalize the draft white paper. The draft paper will be made available for feedback by posting on the ERIC website and release to the CLD email reflector. The ERIC task force will report on revisions to the white paper at the USMAI Exec group meeting in October, including dissenting views and other issues raised in discussion of the draft. The final version will be presented at CLD's Nov. 18 meeting.

Topic 4: Restructuring

Transition Team Chair Hofstetter urged directors to review the Report on Restructuring approved by CLD over the summer. Recent activities of the Transition Team include compliling the Campus Contacts List and Roster of Experts. Some task groups have been formed already. Task Group membership lists and the Campus Contacts list will be added to the USMAI website. Watch for an e-mail announcement of the Communities of Interest (COI). These discussion groups will each have at least one ITD member participating.

The Transition Team last met on Aug. 25 and will continue to meet once a month in the coming year.

If there are changes to the USMAI website, notify Jean Phillips. When important documents or other significant changes are made to the website content, Phillips will notify CLD and/or other appropriate groups.

Topic 5: USMERC Report

Project Muse no longer offers the package of Johns Hopkins Univ. Press journals, which CLD agreed to fund through FY06 (see B. Day's email of 8/31/04). Muse now offers instead a Basic Undergrad and Basic Research collection, each with mixed publisher and subject coverage. CLD directed Day to consult with other consortia about the Muse offer and to negotiate with Muse (and with JHU directly, if necessary) to offer USMAI a JHU package at a consortial discount.

Motion carried that,
CLD will continue to support Muse subscriptions at the current level of $33,750, and set a maximum for the Basic Undergraduate subscription of $61,325. To participate in the Basic Undergraduate subscription, campuses would have to contribute the difference between the consortial contribution and the subscription cost. Campuses are not required to participate.

Wilson emphasized the short time in which these negotiations must take place and the importance of quick response from campuses when an offer is presented.

USMERC is also pursuing consortial pricing for e-journal packages from Kluwer/Springer and Wiley. College Park will be switching its American Chemical Society subscription to e-only in 2005.

CLD directed Day to pursue consortial pricing for Duke University Press e-journals for 2005.

Topic 6: Aleph Status Report

See Phillips' Aleph report emailed on 9/15/04 and at http://www.itd.umd.edu/LIMS3/statusrep/. Version 16 will be released for Phase I testing on Friday, with a target date of January to go live. ITD received fixes to patron-placed holds (PPH) and is cautiously optimistic. A new problem reporting interface is available to testers. The patron loader for BC is now automated and Towson's will be complete shortly. Work on EDI continues. 3M Self-Check work has been delayed because of the time-consuming nature of the implementation and the need to focus on the Version 16 Implementation. St. Mary's bursar extract is now automated. Directors thanked Jamie Bush and Hans Breitenlohner for their special efforts over the past few weeks on these items.

Topic 7: AV16 Task Group Update

Rabinowitz reported on Aleph Version 16 testing plans. Phase 1, beginning September 17, will involve a small group of testers focusing on consortia-level functions. The testers were selected by the task force in the interest of timeliness and fluidity. Phase 2 begins in mid-October, with wide release of the Aleph v. 16 client to campus contacts. This phase will focus on local campus issues (e.g. email notices, bursar interface). Communities of interest lists will be the means of educating new testers and an important communication tool. (See e-mail call for interest in reflectors community of interest, 9/17/04). The CLD assented to the AV16 Task Group's plan for testing.

Rabinowitz encouraged campus contacts to see the AV16 Task Group's website for timeline/milestones for version 16 implementation. The task force is posting minutes and other relevant documents there. ITD has not yet received Ex Libris training materials yet. Ex Libris is to make Interwise sessions and web guides available. Harvard documentation on v. 16 is available.

Based on their experience planning for testing, the task force suggested that the transition team solicit a broader range of experts for the Roster of Experts, such as those expert in the areas of training and documentation.

Topic 7: USMAI Development plan

See draft USMAI development plan distributed 9/10/04 via email. Phillips will post the plan to the CLD website. Wilson emphasized that this preliminary draft document is part of an overall development plan, focusing on technical issues. Wilson encouraged CLD members to continue to think about projects ITD should be working on and whether everything on the plan is worth doing. Local teams involved in USMAI activities should review the plan and send comments directly to Wilson by Oct. 14. Wilson will send an e-mail request for comments on the development plan to to campus contacts, CLD, and COI.

Local USMAI teams should also examine their outstanding issues, needs and priorities and send a list of campus priorities to Wilson by Nov. 11.

Topic 8: Announcements

Tooey: Don Spicer is adding the Scholary Communication Committee to the agenda of the Oct. 19 provosts' meeting so that the white paper on scholarly communication can be presented.

Wilson, Ruschoff, and Gontrum will post reports on their recent attendance of the International Coalition of Aleph Users (ICAU) and SFX/MetaLib Users Group (SMUG) in Porto, Portugal.

Tooey recently testified before NIH Director Zerhouni on open access to research.

Kelley: Center for Intellectual Property now reports to her, as does Career Services.

Gillespie proposed we look at funding formulas for local-site equipment at next meeting.
