USMAI Council of Library Directors Meeting Minutes

Topic 1: Approval of minutes of October 20 meeting

Minutes were approved with the following changes:
Topic 3, change spring to February
Topic 5, change last sentence to "CLD approved the purchase of Verde".

Topic 2: Migration to new ALEPH version

Wilson reviewed the draft ITD Report "Guide to Major System Software Upgrades" (see email from Wilson on 11/16/05). CLD discussed two ways of implementing the next two versions: (1) bring up version 17 on scenario 3 (last year's version) and then six months later, bring up version 18 on scenario 2 (first wave) OR (2) double up the upgrades, doing 17 and 18 at the same time beginning in January, version 17 as scenario 3 and version 18 as an early adopter. Wilson will draft an email message summarizing the two options discussed at the meeting. CLD will vote by email on the implementation schedule.

Directors should bring the report back to their campuses and discuss these options with their staffs. Wilson proposed an approach for testing, with focused consortial testing within a predetermined, more limited amount of time.

Topic 3: Core Collections meeting

Day reviewed the guidelines on which the core committee based their proposal. (see Gontrum's email of 11/15/05). Day provided each campus with a spreadsheet with scenarios for FY07, showing which databases could be purchased with and without Maryland Digital Library funding. MDL is currently in the MHEC budget for $500,000. $350,000 of that money would be available for databases if it remains in the budget. If there were MDL funding, the Chronicle and WorldCat (of OCLC Collection) could be included. The FY07 Core Services budget will cover scenarios 1 and 2; however, the additional databases have been funded on discretionary/development funds which were one-time funds no longer available in FY07. Prices in the campus-specific spreadsheet are estimated. The E-Collections Working Group will discuss the proposal and schedule at its December meeting. The proposal included several issues to be resolved by CLD. CLD will return to those issues at a later meeting.

Topic 4: Shibboleth

Wilson is putting together a document representing the business case for Shibboleth in the next month. Dave Kennedy has been working on installing and configuring Shibboleth in a test environment, exploring with Ex Libris and a couple of other vendors how to integrate Shib into our electronic services. Wilson is working on this topic with the ITCC middleware subcommittee on campus issues. However, campus support is not required for ITD to "shibbolize" its consortial services, such as MetaLib. It will be a phased project. The USM ITCC subcommittee on middleware has been visiting campuses, but Kennedy will provide a demonstration and more technical information in the future, and is creating a web page on ITD's Shibboleth implementation.

Topic 5: Maryland Ask Us Now

Day reported that College Park brought a proposal to the Maryland Digital Library governance group to get wider participation in the Maryland Ask Us Now digital reference services, as an academic subset of the service. CP is working on a fact sheet on the services and scenarios for next MDL governance meeting. CLD will discuss the possibility of wider USMAI involvement in this project at a future meeting.

Topic 6: USMAI E-News

Gontrum proposed creating a bi-weekly e-mail newsletter with a calendar with dates of upcoming task group meetings, announcements from task groups, ITD, and member libraries. Gontrum's administrative staff will send out the deadline for each e-news, compile it, and distribute to campus contacts. Notices of deadlines will go to campus contacts, CLD, and chairs of task groups. ITD will also post the e-news and archive online.

Topic 7: ITD Report

Day is working with American Chemical Society on new pricing model, based on academic level of chemistry degree programs, faculty count, and usage. She is finalzing pricing and will be sharing with directors soon.

ITD has received the ILLiad server and is installing it, and expects to install software soon. UMES's first patron loader was run.

Verde sole-source paperwork has been submitted to CP Procurement.

Topic 8: IPEDS

Campuses should send their full NCES forms from last year, if they have them, to Lea Messman at Frostburg and she will compile the data from each campus. If campuses don't do the whole form, they should send the typical week statistics (the three questions) to Lee Messman. ITD will post them on the USMAI website.
